Ataturk and Peter the Great aren’t good enough – they were still authotarian leaders in systems that did not rule at the consent of the governed. I’m thinking more along the lines of Thomas Jefferson – now there’s an idea. Why can’t we have an expectation that the Islamic world, and the rest of the world that lives under tyranny as well, live up to the following ideas?

1. All people are created equal.

2. All people are endowed by their Creator with irreversable human rights, including the right to life, the right to liberty and the right to creatively pursue happiness.

3. Liberty means freedom of speech, freedom of the press, freedom of religion, no state-sponsored religion, freedom of assembly, right to own property, right to privacy at home, right to bear arms and act in self-defense.

4. Just government power derives from the consent of the governed.

5. National constitutions and national governments are not the source of liberty – that comes from God. National constitutions are created to secure liberty, and to define and limit government power – to limit a governments power to infringe upon the pre-existing liberties of its citizens.

Your’e right, there are no consequences for those nations. When it comes to changing those societies, some type of force will probably be necessary. I’m thinking of how Ataturk changed Turkey. You might also look at how Peter The Great changed Russia.
