Mideast: Hamas discord emerging over peace accord, says Frattini

Rome, 15 Jan. (AKI) – Differences have emerged between Hamas leaders in the Gaza Strip and Syria over a ceasefire proposal to end the Israeli military offensive, the Italian foreign minister Franco Frattini said on Thursday. In an interview with Adnkronos International (AKI), Frattini reaffirmed the importance of the Egyptian ceasefire plan that provided for a “suspension of rocket attacks” and the end of “arms smuggling”.

However, Frattini admitted there were difficulties because of differences between the leaders in Gaza and Syria.

“These ones (in Syria) would like a more rigid and tougher measure,” he said. ” I hope that in the end they decide to accept the Egyptian plan.”

The minister also expressed concern about internal divisions within the Arab League, saying they were not helping to resolve the remaining differences over a truce.

With respect to Damascus’ involvement in the diplomatic talks, Frattini said he wanted to visit the region and meet Syrian authorities.

On Monday, Frattini will leave for the Middle East to meet Israeli leaders including prime minister Ehud Olmert, foreign affairs minister Tzipi Livni and defense minister, Ehud Barak.

He will also meet Palestinian prime minister Salaam Fayyad and Egyptian foreign minister Ahmed Aboul Gheit.

During the AKI interview he stressed the importance of Syria in the approval of any peace accord.

Frattini said: “It is evident that the role of Damascus is important to dissuade the more difficult members of Hamas, those that do not seem to accept the Egyptian proposal.”

The minister expressed his concern about the use of force in the Gaza Strip as Israeli’s military offensive entered its 20th day.

“The use of force is always a tragedy, even if a single person dies,” he told AKI. Asked about the use of force by Israel, he declined to judge it.

“It is neither proportional nor disproportionate, but the conflict itself is a tragedy,” Frattini said.

Meanwhile the foreign affairs ministry said that Italy would be willing to participate in any mission of international observers that may eventually be commissioned on the border of Israel and the Gaza Strip.

Pasquale Ferrara, a ministry spokesman, told journalists on Thursday that the Italian government would support an international mission according to the terms decided by any peace accord between the parties.
