State Department official says money for reconstruction of Strip will be transferred via UN; money meant to help strengthen Palestinian Authority, will not go to Hamas, official says


US Secretary of State Hillary Clinton plans to announce a $900 million pledge of US aid for Gaza and the Palestinian Authority at a donors’ meeting in Egypt next week, a State Department official said on Monday.The money, which needs US congressional approval, will be distributed through UN and other bodies and not via Hamas, which rules Gaza, said one official.

“This money is for Gaza and to help strengthen the Palestinian Authority. It is not going to go to Hamas,” said the official, who asked not to be named.The March 2 donors conference in Egypt’s Sharm el-Sheikh resort aims to raise humanitarian and rebuilding funds for Gaza after Israel’s offensive at the end of last year.
Preliminary estimates put the damage in Hamas-run Gaza after Israel’s offensive at nearly $2 billion.

Clinton’s bid to get “substantial” funds could face an uphill battle in Congress where requests for Gaza will likely meet resistance as Hamas continues to rule there and the US focus is on its own souring economy.

In December, the former Bush administration said it would give $85 million to the UN agency giving aid to Palestinian refugees in the West Bank, Gaza, Jordan, Lebanon and Syria.

The United States wants the Palestinian Authority, under the leadership of President Mahmoud Abbas, to play a central role in the reconstruction effort in Gaza, hoping this will increase its influence in the Hamas stronghold. Washington is also putting pressure on other donors to bolster the Palestinian Authority.

“We call on donor countries to focus their pledges to meet the Palestinian Authority’s priorities, including budget support, and on projects that can be funded through the Palestinian Authority and other existing, trusted mechanisms,” said the State Department official.

The quartet of Middle East mediators are expected to meet on the sidelines of the Egyptian conference where they will work on strategy on Gaza, US officials said.

“We will also emphasize the importance of laying the conditions for successful negotiations toward the two-state solution and an end to the Arab-Israeli conflict,” the State Department official said of discussions in Sharm el-Sheikh.

Egypt will be Clinton’s first stop on a trip expected to include Israel and the West Bank – a public demonstration of the Obama administration’s promise to make Arab-Israeli peacemaking a foreign policy priority.

Oh, great plan, give it to the UN. The same UN that welcomed an OIC call to criminalize defamation of islam. The same UN that turns a blind eye to the thousands of rockets rained down in Israel by Hamas, but cry foul when Israel retaliates. Yeah that’ll work.

  • Good for them. It is about time that the United States started to take some responsibility for the role they took in creating this mess between Israel and Palestine.

    Its funny, you have a problem with Hillary pledging $900 million to help the people of Gaza were the victims of atrocious and completely disproportionate Israeli war crimes but not with the United States providing millions and millions of dollars of aid and weaponry to Israel.

    I think this one sided view of "jihad" and Muslims is the most dangerous thing for the United States - because you are merely vilifying an entire community of people for the actions and rhetoric of a small sub-sect. In turn, this very propaganda espoused by people who believe that Jihad only means murdering "infidels" is used to brainwash innocent people into committing atrocious acts against the West as signs of a conspiracy of hate and uncaring towards Muslims from the West.

    Things are rarely as simple as the sensationalists would have you believe.

And please stop all this bullshit about defence of one's country constituting war crimes. You don't like Israel's procuring weapons of defence from the US? You'd prefer the Palestinians to get them, would you? How long do you think Israel would last if such madness were to occur? Do you think the Palestinians would be as selective and restrained (yes, RESTRAINED) in their use of them?

    You claim that only a "small sub-sect" of Muslims engage in acts of terrorism; jihad; call it what you will (although "a rose by any other name would smell as sweet"). Yup, whenever Islam's mighty warriors engage in true warfare with Israel they soon have their butts kicked, so instead they cowardly fund terrorist activities knowing that even though such acts can never defeat Israel, at least Jews will be killed, and that's what matters.

    You call Hamas a small sub-sect. Did you forget that the people of Gaza ELECTED them? So we should give them money because they chose to elect terrorists bent on destroying Israel? Is that the responsibility you are all excited about?

    As for brainwashing, tell that to all the mosques, madrassas and islamic schools in Europe and the US that are indoctrinating children to hate non-muslims. I know full well the true meaning of jihad. I also know that it is one of those words that has more than one use (i.e. holy war, internal struggle). But I also know that 9 times out of ten, when jihad is mentioned, infidels are usually its victims, be it Jews, Christians, Buddhists, atheists and even other muslims. What you call hate and uncaring is neither. It is merely a call for the people of Gaza to be held accountable. They CHOSE evil (Hamas being a terrorist organization and all), let Hamas feed them with the money they get from Iran, if they would stop spending it on rockets and guns, they might be able to. I also fully remember the Palestinians dancing in the streets celebrating and dancing on 9/11. So tell me again why one red cent of my hard earned dollar be given to supporters of terrorists?

    And get your facts straight, there has NEVER been a nation called Palestine. That land of old was called Judea, before the Romans conquered it and named the entire REGION Palestine. Even Arafat himself admitted there was no such thing as a Palestinian, so don't give me that crap.

    The typical Democrap MO is to spend all available moneys on special interest crapola to get them reelected. This will include de-funding the military and intelligence agencies. This will also mean dumbocrap programs to "buy off" our enemies, like sending $900 million of my hard earned dollars to hamas, that backfire because hamas will use the money to recruit, equip and field more fighters. There is no viable business allowed to operate in Gaza. That way hamas controls all possible means of gathering wealth and means of survival. Therefore, the only way families can survive in Gaza is to hook up with hamas and send their young men as fighters, or starve.

    The US gives Egypt about $2 billion annually, down from a peak of $5.9 billion in 1979.

    It gives Jordan roughly $566 million annually, and wiped out Jordan's $700 million debt in 1994.
