Encircling your enemy has always been the surest way of destroying them, but in Afganistan is no guarantee, as the Taliban blend easily into the local population. That is where winning the hearts and minds of the locals come in, so that they become willing to expose the enemy among them. Then, finally, they will truly have no where to hide.
