The reason could be the slight increase in religious attitudes in Turkey over the past 7 years. This could stem from the fact that the latest Turkish government (that of Abdullah Gul) was voted in around 7 years ago and is known in Turkey as being the most Islamic government to date. It is the first time the Prime ministers spouse wears a headscarf for example. The government has always claimed to uphold the secularity of Turkey (split between government and religion (i.e. no sharia but a democracy), and has done great things to boost Turkey's economy out of the recession it was in in 2000/2001.

On the other hand many Turkish people have noticed a slow increase in religious attitudes over the past few years (headscarves, various laws, many anti islamic fundamentalist protests form Turks (with rallies numbering in the millions).

The increase in honor killings likely are in the more rural eastern villages and poorly policed districts of eastern Turkey where (uneducated) families perhaps think that there will be no retribution by this particular government.
